Alright, so here we have a work that seeks to explore what it would have looked like had King Sombra one.
Let's start with the technical aspect. You have a vector of Sombra surrounded by a cloud even darker than the rest of the work. That matches up with how he is displayed in the show. The dark crystsals scattered around all look rather mundane, they don't really exude malice. A few crystals with a more jagged and spire-like appearance would have loaned a feeling of dread to this scene. Sombra looks like he's glaring at the crystal tower in the distance with gleeful anticipation, focus on the anticipation. The city is dead looking, he won, he should look a little more content, or like he has an idea in mind.
As it is the work is rather dark and glum, but nothing else really contributes to a feeling of dread in the viewer, hence the low impact score.
I guess the guy's evilness and villainy came not from his actions in the episode, but from what he had done and the legacy he'd left.
Also, note that he was the first truly evil villain. All the other villains had motivations. Nightmare Moon's was revenge for her punishment. Discord's as simply that, being the spirit of chaos, it just wasn't natural for him to be anything but chaotic. Chrysalis and the changelings were motivated by a need for food and survival. Sombra? Nothing. Why did he want to enslave the Crystal Ponies? What were his motivations? How did he become as he is when it is explicitly stated that he was originally just a unicorn? It's never given. As far as we know, he's just a unicorn who was corrupted by greed and hatred, who wanted to enslave an empire. He's evil, simply because he's evil. Not vengeful, not an embodiment of anything, not doing this to survive, he's just evil.
What can I say? I'm quite fond of dark, edgy, or even tragic themes. I especially like doing these themes in this community since it's something you don't expect and don't see in the show. I never take it too far though...
